Original Email sent to various Deparment of Motor Vehicles:
Dear Sir or Madam,
I am writing to you because I would like to get a Driver's License. Please let me explain my situation. I have been legally blind since 1978.
You know how when you are blind, your other senses get heightened? I have an incredibly super-developed sense of hearing. I can hear cars and people from a distance and can also tell the direction they are coming from. Traffic Lights and Street Signs won't be a problem since I also have an excellent memory. I am sure I can memorize the Traffic Light timetable on my regular route and that way I'll know the color of the light for any given time. I have already memorized all the street signs on my regular route. I plan on only driving for short distances and mainly for running errands. I fully understand that, since I'm blind, it isn't safe for me to drive a car for a long distance. Eg. Cross-country trips, highway driving etc.
I can pass any hearing test and/or memory test you give me. What steps will I need to take to get my Driver's License?
Thank you,
Donald Burns

Response from Department of Motor Vehicles (Hawaii) :
Donald Burns,
Applicants for a driver's license are required to meet the visual acuity of at least 20/40 in the better eye and a field of view of at least seventy degrees.

Response from Department of Motor Vehicles (Arkansas):
Dear Mr. Burns,

The first step in obtaining a license is to take the written and road test given by the Arkansas State Police. You will be required to take a vision exam as required by Ar Statuate 27-16-704. The law requires one to pass a vision test with a minimum corrected acuity of 20/50 and a field vision of 140 degrees. The law is firm and we are not allowed to make exceptions.

If you wish to know the test locations and times, call the State Police examiners at (501)618-8282.

Response from Department of Motor Vehicles (Delaware):
Mr. Burns:
Thank you for your recent email. I have researched your inquiry about obtaining a Drivers License. The visual acuity requirements for driver license applicants in the State of Delaware is between 20/40 and 20/50 restricted to daylight driving. If you have any further questions please feel free to contact the Division of Motor Vehicle Customer Service Coordinator at the listed e-mail address or phone number.

Response from Department of Motor Vehicles (Alaska):
Dear Donald,

You must be able to pass our vision test to drive. If you cannot pass, you cannot drive. You must also pass our driving test in order to drive. You will not be allowed to memorize the route but if you drive it without making any major or numerous errors, you may drive.
You also will need to come in to take the knowledge test. You must be able to see the different signs we have on the test and interpret them by yourself.

Sincerely,
Chris Berg
DMV
